Spam is in the eye of the beholder. Even if you get permission from multiple network leaders, it's still someone's prerogative to report you to Ryze if you post the same advert on multiple networks (of course, one person reporting you won't get you in trouble, necessary). In fact, while it's not specifically prohibited in the Terms of Service, you might notice that at the top of every network posting form, there's a small line that says:

Only Post a Message to ONE BOARD, Please.

That said, in practice, many of us (self included) do occasionally post on multiple boards. Unless it is specifically stated that it's an ad day on the network I always ask the network leader. Then, not only do you prevent a possibly embarassing situation, you can actually position yourself even better by saying "Posted with permission" at the beginning or end of the post.
